[Xerte] Xerte Online Toolkits: Installation Guide

The amount of text does make it look like a lot of work but this
(hopefully) everything you need to do to make it work (on XAMPP
(windows) at least).
 
I am here till 17:45 today (GMT) and I can help yout out with any
queries.
 
The code is pretty much all mine, so I know it enough to fix it pretty
