[Xerte] Problem getting accurate count of pages in framework

Like navigating to a page at start-up, possibly based on SCORM data for a
bookmark.  If you try and do that from a set up script, the page may not
actually exist yet.  Adding the navigation code to an onInit event manages
this well for you.

There are other reasons to use onInit, so bear it in mind.
