My own thoughts on Modularisation: originally I just wanted to be able to drop a folder with a template in it into an install and it just works. I'm uncertain about things being added to installs from the open web for QA reasons. However, I am just me.

We should progress this work through some sort of discussion - proposal - development route (as with all pieces of work I suppose), with the lazy voting applying to the proposal, so that everyone has a chance to see and understand what is being put forward, and to ensure a consensus around the solution before we start building anything. That is good practice for all pieces of work, and reflects the project growing up, rather than anything wrong in the past.
