The folders are created by the media browser. I don't know in what 
circumstances the .quarantine folder is used, I think if you try to 
upload prohibited file types.

The .tmb folder will contain thumbnails of all the media files you have 
(at least it does on my installations).

They caused issues when duplicating projects in the past, but I fixed 
that. They end up in the archive zip files, not in any of the other exports.
