It could be cached - those settings are saved all together so I think a bug would have cropped up ages ago

For reference the institutions name may be saved on one page in management,php and on another page as well

I just tried this and it definitely updated, are you sure the changes were successfully saved? You can try this by updating and then refreshing the page and going back to management.php->Site->RSS Settings and see if the changes that you made are still there.

I'm testing the management.php page.
One of the things I can add here is the name of the publisher for the learning objects in the syndicate list.
But the name is not published on the list.
