I don't think webctlink is used anymore, at least, it's not used here, and I think it existed for a specific Nottingham reason,

I noticed that integration_top is an (old) duplicate of some of the contents of index.php and that integration_top is used by webctlink.php.

Is that still in use, or is the webctlink.php not used anymore? 
Otherwise we should use integration_top in index.php as well.
