ERROR: The RLO file modules/xerte/parent_templates/Nottingham/Nottingham.rlt failed to load.
My first instinct was file/folder permissions as the file was definitely there but it turned out to be because these 3 mime types weren’t set…
6. In IIS Manager right click on the folder and go to properties
> * In Directory Security make the folder Anonymous Access
> * In HTTP headers select MIME Types and add
> * Extension: .rlm and MIMEtype: text/plain
> * Extension: .rlo and MIMEtype: text/plain
> * Extension: .rlt and MIMEtype: text/plain
