The first error (touch) is caused by the fact that in config.php 
development is set to true on line 26 and that the folder c:\tmp doesn't 
exist in your xampp install. Either set development to false or create 
the folder tmp .

The other errors (which will be supressed but not fixed if you set 
development to false) are about the .svn folder.

As Pat mentioned, you shouldn't have .svn folders in the installation. 
So don't checkout and update, but export from svn.
