I think Pat means that in the end, there should be someone, or a group
of someones that can say, sorry, you're not allowed to put that in the
core distribution of XOT, because ...
So far, I think that Nottingham fullfilled that role, and if I
understand it correctly, Pat would like this process to be a bit more
formalized then it is now.
Pat? Did I understand you correctly? And if so, I do agree. It's not a
problem yet, so lat's make sure it won't be a problem in the future...
