[Xerte-dev] 1.9 modularisation

Ignoring this morning's chat about libraries

All of the modularisation stuff is now committed to 1.9.

If anyone wants a pointer on how to create a module let me know as you can
make pretty much what you want now.

Some more emails later on to discuss certain points.
