It is, it's basically a harmonica with bellows. They're quite expensive (good ones anyway) for something to have a go at. They are also loud, which was the problem the rest of my family had when I tried to learn to play the fiddle...

That one looks like its a diatonic instrument.

It reminds me of the various melodeons that my brother plays, though his are mostly two row.
