Easy fix (for you) - edit your php.ini file and change your include path to NOT contain c:\xampp\php\PEAR or c:\xampp\php
We can't get users to do this. The Xampp install needs to be easy. Most toolkits users have no business anywhere near php.ini.

I think I've fixed the syntax error for website_code/php/properties/access_template.php but it's still going to be broken as
$query_for_security_content_response seems to be not defined - and this problem will also exist for play.php
