Right click the file -> TortoiseSVN -> Show Log.
Really useful for seeing what and who changed things, and when. I think you can do diffs in there on the versions, so you ought to easily be able to see who changed the code, when it was committed and what they did. This would be worth doing, because if someone is doing something wrong accidentally, we need to correct it...

I didn't check the log (partly as I don't know how)

The last two changes for template_management.js
r299 was the last change before I updated last night - and in r299 the
JS is internationalised.
No other commits since then, but something took all the
internationalisation away. I don't understand SVN enough to know how
you can change a file but leave no trace.
But something after April 20th broke something.
