Using your example if you open cTabNav.rlm in a text/code editor and search
for en-GB or even GB it isn't found but if you open cTabNav.rlm in xerte
that language property does show so is it being automatically generated
elsewhere?

Ron has hit the nail on the head.

When you create a new pages project in Xerte, the language attribute is
added to the project.

What is happening is that when a model file is opened directly in Xerte
(rather than being added to a project) then the language attribute is
getting added to the model.

The editor needs to differentiate between a model file and a project file.

I haven't hit this before because I always update models by creating a new
project and a page of the type I am working on.

When finished developing and testing I save the model and edit out the
templateData property in Flash Develop,
