Are you testing this on the Techdis test install or another install?

I just created a new project, added a graphics and sound page, clicked
publish in the editor window, closed the editor, opened properties, exported
deployment zip, extracted zip, opened index.php - played fine.

I then created another new project, added a graphics and sound page, clicked
play but not publish in the editor window, closed the editor, got prompted
whether to publish and selected yes, opened properties, exported deployment
zip, extracted zip, opened index.php - played fine.

I noticed the google doc mentioning export not working on a xampp install -
obviously the techdis install isn't xampp. I'll test on my xampp install
shortly.

Sounds like a logic fail in the code (will check at lunch)

no, when you publish it creates a copy of data.xml in the folder for that
project in USER-FILES

Erm, silly question time, but when I click the publish button, I get this
form: but there is no 'publish' button? So how do I publish it?

I think you fix it by making sure you publish the project before
exporting... (just a guess)
