Reading Hall of Fame Colleagues
I am writing to inform you of the actions the officers of the RHF are undertaking regarding the parliamentary procedures that govern our organization including the criteria for membership, which have been the focus of recent email exchanges. First I will touch upon the issues that have been the focus of recent concern. Then I will expand that information to delve into greater parliamentary issues.
The basic 25 year criteria for nomination for membership in the RHF has has been within the RHF By-Laws since at least 1998. It was kept in place when the By-Laws were revised in 2004. [Nominees shall have been actively involved in the field for a minimum of 25 years.]
Any language beyond the BY-Laws criteria for 25 years in the field for membership was thought to be a clarification designed to overcome issues of implementing this By-Laws statute in the recent election cycles. The language that served as a clarification of the longstanding criteria was approved by the membership at the 2019 business meeting. [Nominees shall have made significant and sustained contributions to the field over a 25-year period after granting the terminal degree.]
With hindsight and with review of Robert's Rules of Order, this action as clarification might be thought to be a procedural issue. We could attend simply to this issue, but perhaps this moment is not the appropriate time. Why?
It turns out that the By-Laws have not been reviewed and revised in nearly two decades. Not only can a case be made that they are outdated and perhaps nonfunctional for the current era, but furthermore a review of Robert's Rules demonstrates that there are standard components of By-Laws that are missing from our document.
Your RHF leadership team has been working on a revision of the By-Laws across the past two months. We will closely follow guidelines in Robert's Rules as well as undertaking a review of the similar guiding documents from other literacy associations. This action is not the first rodeo for any of us. Hence, we hope you understand our work will not be completed over night. In addition we will be bringing forward the first Procedural Policies Manual for the organization. A PPM, of course, can not be completed until the approval of the By-Laws.
Once the draft By-Laws document has been completed it will be shared with a group of interested members of the RHF to get their thoughts and recommendations. Once any revisions evolving from that process are incorporated, the document will be sent to a registered parliamentarian for review and approval. Lastly we will follow procedures as found in Robert's Rules for review and approval by the general membership.
We can expect that the various criteria for membership in the RHF will be carefully considered as the revisions to the By-Laws are undertaken. Most certainly the points brought forth to the membership by the good Dr. Pearson will be part of the discussions.
In the meantime since the interpretation of the By-Law requirement where the nomination for membership would require 25 years of service from the date of earning of the terminal degree was put in place by the vote of the membership at the 2019 business meeting, it should remain in place for this upcoming nomination and election. Revisions to membership criteria as favored by the membership can and should be integrated into the revisions of the By-Laws, which hopefully can be in place for the 2023 election.
Following this path allows us to develop a set of By-Laws which will provide guidance for a stronger RHF for the next decade or longer.
