[Reading-hall-of-fame] IRA Conference back in the days of SARs

Folks
Can anyone refresh my memory about how IRA approached the conference that was to be in Toronto back during the SARs breakout?  After the cancellation were there not some agreements made with Toronto that led to IRA coming back there in a couple of years? If you were on the IRA BoD or have a memory of events from that time can you refresh my memory of the events.
