Alas, as each year of retirement moves me into other pursuits, following
the policy trail in California and elsewhere is less of a priority for me.
BUT given Green's argument,  I have to infer that SB 614 repeals the
requirement that ALL multiple-subjects (i.e., elementary) credential
candidates pass what we call the RICA exam, which measures knowledge about
reading pedagogy.  The RICA came along with the back to basics phonics
movement in the mid 1990s and was updated about a decade later.  I am not
sure who is behind SB 614, but my guess is that it is broad coalition of
(a) folks who favor more progressive and professional models of teacher
knowledge and prerogative, (b) folks who worry that our pedagogical models
are insensitive to culturally responsive and maintaining pedagogy (a charge
that is very difficult to deny), and (c) folks who want to situate/return
responsibility/control for teaching standards in more local (university or
district) venues--a sort of knowledge constructed and continuously refined
in communities of practice.

There is little question in my mind that the original intent of the
sponsors of RICA in the mid 1990s was to ensure, in the wake of what many
saw as the whole language and constructivist orientation of the
literature-based elementary programs of the early 1990s, that teachers knew
how to teach phonics and that teacher educators taught future teachers how
to teach foundational skills and, in particular, the phonics approach of
the then dominant open-court series.  And some of the outside advisors
worked hard to make sure that their version of the science of reading was
reflected. That said, when all was said and done, California teachers and
teacher educators who worked on RICA took a much broader approach to  the
knowledge base of teaching reading, making RICA a broader assessment of
reading pedagogy.  And the revision of RICA in NCLB days unsurprisingly
reflected the big 5 of the NRP; but again it went well beyond foundational
skills.  I am not sure what happened to RICA in the 2010s.

But I bet other California members of RHF can speak to its trajectories in
the past decade--and to the question of sponsorship of SB 614.  Enough
armchair speculations.  Hoping for some evidence-based accounts from others.
