[Reading-hall-of-fame] Readers' rights

Folks
I'm looking for a document that lays out the rights of readers. I vaguely recall that IRA (ILA) released something a number of years ago (maybe it was NCTE?).
I am primarily interested in the postsecondary level, but any documents will help.
At this point I am only able to find the Rights of Postsecondary Readers and Learners from the College Reading and Learning Association (https://www.crla.net/index.php/membership/about-us). There is the AAUP, et.al. Joint Statement on Rights and Freedoms of Students, but this skirts academics for the most part.
If you know of such a document on the rights of readers, would you be so kind as to holler back in my direction.
