[Reading-hall-of-fame] Re: Election of New Members to RHF: Second Ballot

Thanks, Bill for the question.  We did discuss/clarify the implementation of our policy at the summer 2015 meeting.  And this is the procedure we have followed for several years.

Each person votes for no more than 2 non US individuals; and no more than 3 US individuals... for 5 votes total.

A little more clarification will help me:
Is the two non-US people a fixed number or a minimum? Can I vote for as many non-US people who happen to be on the ballot for a year if I wamnt to?

(Just not sure how the by-law reads.)
