[Reading-hall-of-fame] Re: Election of New Members to RHF: Second Ballot

Just to be crystal clear, I take the instructions to mean that
a) we should vote for NO MORE THAN 3 US Nationals and
b) we should vote for NO MORE THAN 2 non US Nationals.
Is that the rule?
If so then, for example, it would be acceptable to vote for 1 or 2 US and 1
non US?
Just trying to understand the intent of the voting policy.
