IRAs basic problem is the vanishing of reading specialists. 90 percent of high-poverty schools now use the Schoolwide model which means they now no longer employ Title1 reading specialists but use federal Title 1 funds to run after school and summer school programs. Federal data now indicate there are a sufficient number of reading specialists to provide one for every 13th elementary school. The number of grad programs producing reading specialists has sharply declined, perhaps 1/3 as many as existed 30 years ago. IRA has basically sat around twiddling its thumbs while special Ed (LD primarily) has taken over the issue of dealing with struggling readers (as Anne set out in her 1987 RRQ paper). IRA attendance is down because there are few Title 1 teachers left to attend. Moving the annual meeting to July will not ameliorate the loss of reading specialists in profession. IRAs intentional role in the ever decreasing supply of reading specialists field IRAs demise. Maybe IRA will come back but even Rich Long is now heading a special Ed/LD initiative on reading. Sorry state of affairs but IRA has had its eyes basically closed on the issues around Title 1 and Rdg specialists for 3 decades.
