Your questions about "components" is right on.
Are  there really any components to reading? Isn't the issue what you have
consistently raised-
how well readers can use reading for the varied purposes ( ie job demands,
crtical reading, following directions etc.)
If literacy is treated as autonomous skill independent of who is using it n
what context and for what purpose then we get misinformation. I think this
attempt to test components is result of the mistaken notion that learning
to read involves learning a series of component skills.
