[Reading-hall-of-fame] presidential election for RHOF

Maybe the double ballot problem could be solved by something as simple as running a routine to eliminate duplicate email addresses from the master email list.  The notion of having a brief pause to allow anyone not wishing to run to email that to Kathy Baughman at IRA so she could take any such names off the mailing list.
