Nice Tom.  We could take a hint from Joe Farrell (his chapter is in my and
Nancy Torrance's new Cambridge Handbook of Literacy, CUP) who point out
that adults and children learn to read much better when there is some
point to it, such as getting into the army.  Farrell's model is somewhat
based on the Boy Scouts idea of earning badges.  It is a volunteer
activity with something to be earned as opposed to compulsour literacy
campaigns.
