It is not production ready yet. This month we will publish a community website with all relevant information on how to localise xerte. Can yopu please check whether the languages folder of your xerte insallation (c:\Program Files\xerte\languages or c:\Program Files (x86)\xerte\languages) conatins more than 1 file.
