At the moment the editor makes a distinction between an template
based project and a normal/page project by inspecting the extension.
That's why the pages are enabled when you create a project using
File->new.<br>

If there is an easy/other way to make the distinction between a page
project and a normal Xerte Project, (or if we change the extension
of a pages based project), I can disable the menu easily enough
