MySql was already installed so xampp didn't do the install. However, the
xampp control panel says that MySql is running. Seems odd that it knows
about it but php doesn't. I tried putting a default host, port, etc. in

This was a fresh xampp install and I already had php installed on IIS.
Wondering if that's confusing things. I did the "for XAMPP people" link
first and get a blank page. I tried the full install and that's where I'm
