Might be completely unrelated but on the other hand worth checking.

I have various iterations of v3 and v3.1 on different servers and they each
export fine so seems likely to be project specific or server specific. If
you create a very simple one page LO does that export?

How big is the LO?

In chrome, press f12, then click network then click to export - do you see
anything error wise?
