Sorry, I apparently didn't read the entire thread. Sorry for that.

This is IIS? Check the installation guide, and make sure you have set 
all the proper mimetypes:

In HTTP headers select MIME Types and add

  * Extension: .xwd and MIMEtype: text/plain
  * Extension: .rlm and MIMEtype: text/plain
  * Extension: .rlo and MIMEtype: text/plain
  * Extension: .rlt and MIMEtype: text/plain
