Xerte Online Toolkits should sit nicely on the same server as Moodle and integrate with it for login purposes.
Beyond installation anyone can then create LOs. You would only need a designer to change the theme or a developer to perhaps add page types.

Gidday fellow Xerte users,
We are exploring the use of various software tools and we like what we've seen so far towards suggesting it as a tool to enhance our Uni's Moodle-based offerings.
I'd love to get your impressions on the costs per designer/developer and other related costs and especially if you have any suggestions or comments on incorporating Xerte.
Thanks in advance.
