If I had that I'd just change the server php.ini itself. :-)

Sometimes you can use a .htaccess file to specify settings - see http://php.net/manual/en/configuration.changes.php
Alternatively, sometimes you can have a 'local' php.ini file  - but you'd need to have some sort of server access :
