Hmm, that's weird.

Can you confirm that there is a languages folder in the xerte  
installation folder? I assume thers is one, with more than 1 file,  
otherwise preview wouldn't work either.

Can you try to install xerte in a non-standard place, like c:\xerte

What OS are you using?

As a temporary work around, you can copy the contents of the languages  
folder of the installation to the scorm zip.
