I assume this is using the new HTML5/Javascript engine? Then yes that is intentional. You can use the browser 'zoom' function to make the content larger.

Firstly when students look at the content and open it, it appears in a small sized frame and have the option to change to full screen mode. When they do, the black outside frame gets bigger but the content size remains the same revealing a lot of white space, is that supposed to happen? This does differ from the 1.8 LO version where it would get bigger proportionately. Our hotspots therefore remain small and look daft. I'll save the second point until later....
