[Xerte] Desktop button state question

The default button fla indicates 8 states.4 regular, 4 checked 
I would have expected a "state match" between reg and checked,i.e.1,5  //Up, Up checked.2,6  //Over, Over Checked 
etc

But the pattern here is
1,5  //Up, Up checked.2,6  //Over, Down Checked    Error in the comments, or does it really work this way?
