I had a look at the code, to see how the process works:

What I forgot in the previous answer, is that you need to put some 
information in the modules/xerte/templates folder as well.
- It needs the folder structure (media for Xerte Templates)
- It need the data.xml for Xerte template, containing the 'empty' LO
- it needs an info file describing what kind of tempate this is.

It's the info files that gets scanned when pressing the 'Refresh' button.
