[Xerte] Central Templates

I'm trying to create a new central template, but can't seem to get it to upload correctly.

The documentation shows a button to upload new templates, yet every time I navigate to the same page I am instructed to FTP the files to the correct location and 'Refresh'. Doing this does not seem to work. Has anyone else encountered this issue, or found a suitable fix?
