It's a bit more involved in XOT, because there is no place to change it 
visually. I am trying to think of a solution.

However, for now:

1. Add sv-SV to the $langauges array on line 211 of 
website_code/php/login_library.php. Now you can choose Slovenian on the 
login page. It should choose Slovenian automatically in IE9 and Chrome 
when you have a Slovenian browser. For Dutch, it doesn't work in Firefox.

2. Still, sometimes this doesn't work. Check 
modules/xerte/parent_templates/Nottingham/Nottingham.rlt and make sure 
that the language attribute is NOT set. Than any new LO will get the 
language attribute set from the login page. Or you can fore it to 
Slovenian in your organisation by setting it to 'sv-SV'.

3. The language used by XOT is determined by the language attribute in 
data.xml and/or preview.xml in the USER-FILES folders. There is a 
data.xml / preview.xml for each LO.
