A couple of years ago I used to use Movie Storm

http://www.moviestorm.co.uk/

to create talking head animations quickly with text to speech voices, so my
actors and voices were always available if I needed to rework the
animation. It has matured as a product now and is now sold on an annual
licence.

A single user annual education licence is a think about £37.50

I don't know if it would be of any help.

If you want to put over a scenario type of situation in which the learner
has to make decisions at various points in the progress of the scenario
which effect the direction the scenario then takes, then the new scenario
template could be useful.
