Hello

For localhost to work on a PC you'll need to have installed XAMPP as well.
Then add the XOT zip to c:\xampp\htdocs\xertetoolkits

You can run XAMPP on a PC without it affecting it, but

1) It turns your PC Into a mini web server
2) It runs as a process in the background so takes up CPU and Memory
