I doubt this is much help to others but the problem I was having was due to
a second version of PHP (5.3) being loaded over 5.1 on a Windows 2008 Server
machine. In 'Server Administrator' IIS area both the 'Handler Mappings' and
'FastCGI Settings' were pointing to two 'php-cgi.exe' files at different
paths. This seized the PHP. After removing the 5.3 paths the system works
again.
