I am not sure everything is already wired correctly, but you can try the 
following steps:

1. Depending on the name of the template you're using, go to the 
modules/xerte/parent_templates/<template name>  folder.
2. edit data.xwd
3. At the top you see all the languages listed, and just Add Dutch to 
the options list, (or Nederlands). Also add dutch to data list (at the 
appropriate position)
