Ron,

Your file structure is not correct.
1. You should have a seperate folder for each Learning Object. I saw 
several .rlo in the same folder. Althoughyou can technically do that, it 
will make packaging almost impossible, it will always package all the .rlo's

2. The Page Wizard folder HAS to be created inside the Xerte project 
folder (next to common)
