You'll have to search the mediawiki help, I'm not sure.

If you have an account, you can create / edit pages.

Is it possible to create pages on the Wiki such that they are not available to anyone reading the wiki, so that pages can be built ahead of a new feature becoming available and then published once the feature is launched?

Will I have to re-apply for an account to edit and create pages in the wiki?

We'll be doing some work on the wiki to bring it up to date and vastly improve the information held there.
