240 x 180 any good? That will probably give better output

I have a pile of .avi's that were originally produced at 480x360 (CD delivery).
I want to bring them into Xerte as .flv's at 250x187.5 (same aspect)

I am doing a straight .avi>flv conversion using MyVideoConverter, but am not happy with the file size or quality.

But I'm paying the $30 to avoid learning to compile it and then try 200 command line permutations.
And I need to resize the originals anyway.

So I figured the first place to start would be to re-output the originals to the size I am actually  using.
Any services that would do this, or do I have to open (after purchasing) Premiere for the first time in 10 years?
