Don't try to do a conversion from 480 -> 250 and expect good results. 
You could try 240x180... though, nice factor of 2.

And depending on how many AVI's we're talking about I could help you out 
with Adobe Media Encoder, but I think you should be able to get good 
results with nice integer scaling factor.
