In Audacity, the export rate is not determined by the (input) file rate, 
but by the project rate (in the left lower corner):



Furthermore, the most important setting for mp3 is obviously the 
bitrate. In Audacity 1.3 you can set that in the export dialog (there is 
a button 'options' there).. For a long time earlier versions of audacity 
had a fixed bitrate of 128 kbs.



Depending on the quality of the original recording, sometimes, even 
32kbs is good enough for a voiceover.
