I got it a while back when you first suggested it, but it's source files.
I just didn't have it in me to find/install a free C compiler and try to figure out how to compile a usable exe.

Get ffmpeg, then this .bat file in same dir ffmpeg.exe -i "input.mp3" -ar 22050 output.mp3 just halved the size of an mp3 on my machine. Might be able to go further than 22050 – default in your files is probably 44100.
