The trouble you've got is that at preview time, the swf is in Program Files/Xerte, so it will be trying to load relative paths from there. If you publish, then the browser will work OK.

Yes, <img> works, but it won't evaluate your path, so you need to put in the absolute path, not FileLocation, relative to the swf, so you can do media/image.jpg rather than having to know http://server.com/myFolder/media/image.jpg
