You could easily modify the code to disable the controls once an answer had
been given though,

It's formative, so the main idea is that students learn from the questions,
rather than are assessed by them,

When using a 'quiz' in toolkits 1.0 or 1.5 the student can check the answer,
then if it is wrong, select another answer until it is right. Is there any
way to prevent this?

 

Does this not mean that every student is guaranteed 100% on every 'quiz'?
